A USIU student who is a son of a Ugandan diplomat
last weekend beat her girlfriend severely in Hurlingham, bragging that
he had diplomatic immunity and he cannot be arrested on Kenyan soil.
Kisimbwe Samande Beka, a student at USIU, went to the girl’s
residence at Chesian apartments where he met her “entertaining” another
man. He gave the girl a dog’s beating in front of the man who she met
her with.
The girl’s parents who were within the vicinity called the police
when the rude student refused to leave the compound, saying he cannot be
arrested under the Vienna Convention Rule of 1961 which bars arrest of
diplomatic officers and their families.
According to the Vienna Convention of 1961, foreign diplomats and
their families are given certain privileges and immunities to ensure
they may effectively carry out their duties, on the understanding that
these are provided on a reciprocal basis.
The girl was identified as Joy Ngungi.
